Call Meeting to Order: Mayor Lennie Smith called the meeting to order at 7:01 p.m.
Roll Call: Anita Allwood, Robin Elliott, Roger Fisher, and Nancy Minner were present. Absent: Michael Osten. Also present: Christina Machin
Inquiries from the Community: There were none.
Approval of Minutes: Allwood moved to approve the minutes of the March 8, 2010 meeting as submitted. Fisher seconded. Ayes: All. Fisher moved to approve the minutes of the March 17, 2010 meeting as submitted. Minner seconded. Ayes: All.
Treasurer’s Report: Allwood moved to approve the March treasurer’s report as submitted. Elliott seconded. Ayes: All.

Mayor’s Opening Address and Report
Mayor Smith welcomed Christina Machin as the new City Clerk effective April 1, 2010. He commented that a new printer is needed for city use and asked the clerk to research and present ideas at the next meeting.
Smith reported that the 2010 Program and Services Overview – Iowa from Alliant Energy is now available. The clerk will post on the website.
Old Business
Maintenance Building Update: Smith discussed the cost of the underground wire to go from the box to the maintenance shed is $725.24 as was last fall. Smith will contact Alliant Energy to go ahead with the project.
Road Repair: Smith updated the Council on road repair. It has been approved to start, and Smith will be contacting the Planning & Zoning Commission to review the details.
Mowing Bids Review: The Council reviewed and discussed mowing bids for the 2010 season. Elliott made a motion to approve the bid submitted by Greg & Tom’s Mowing. Fisher seconded. Ayes: All.
Tree Clean-Up, April 24: Smith reported a lot of branches going down the hill towards the lake on the west side. He will be working to remove these and asked for volunteers. Smith will be cutting down some trees down at the dam as well.
Other Old Business: Elliott asked if an advertisement would be published for the community-wide garage sale day. The clerk will submit ads to the Pennysaver and Jasper County Advertiser.
Council discussed plans for completing the new city directory. The clerk will draft a form to be completed by residents. Smith will present a suggestion on how to divide up the neighborhood amongst Council members at the next meeting.
New Business
EMS Calls: Jasper County EMS will call Council members for alerts in the area. Code Red will contact individuals if the city is in the direct path. Sirens were tested this past Monday, but Smith will see if they can run another test when he can be home to hear it. The county is to call Smith regarding a class to teach Code Red to the rest of the community.
L.O.S.T. Usage and Review: Currently, 80% of the Local Option Sales Tax is allocated to the Community Betterment Fund and 20% to the General Fund. A proposal to change the allocation to 80% to the General Fund and 20% to the Community Betterment Fund will be voted on by the community at the next meeting. The public is encouraged to attend.
Council Reports: Council discussed research done for an ordinance regarding council members’ attendance at regularly scheduled council meetings. Smith will follow up with the Iowa League of Cities.
Council discussed the need for a postcard to be sent to all residents regarding dates for tree clean-up, garage sale, and dumpsters for garbage removal. The clerk will prepare and send out a postcard.
Elliott received a call from the resident at the corner of Oak Ridge Drive and Eagle Drive regarding the resident’s driveway. Smith is to call Iowa One Dig and see if he can dig and find where the tile is broke and if it can be easily fixed.
A friendly reminder: unlicensed persons should not drive golf carts on the city streets. This is illegal according to state law.
Reminder: The speed limit is 15 mph. Please slow down and show consideration to pedestrians.
Clerk Report: There were none.
Maintenance Report: Smith reported that he will be cutting down trees and placing flags at the corner of Oak Ridge Drive and Eagle Drive for tile work. He also reported that the park needs some work. Smith will get some #9 wire to see where the tile might be plugged. The extra tube at the dam is plugged as well. Also, the area in the park where the dirt was tilled up to put new tile in needs to be seeded down to improve the looks and ease in mowing.
