OAKLAND ACRES CITY COUNCIL MEETING MINUTES
7:00 p.m. Monday, April 9, 2012
Oakland Acres Maintenance Building
Call Meeting to Order: Mayor Lennie Smith called the meeting to order at 7:00 p.m.
Roll Call: Barb Arthur, Roger Fisher, Garrett Roche, and Ted Schultz were present. Absent: Robin Elliott. Also present: Larry Crady (Sergeant at Arms) and Christina Machin.
Inquiries from the Community: Smith reported that he had received reports from residents about kids riding a golf cart through the community with the radio turned up very loud. Reminder: Golf carts are motor vehicles and the drivers must have a valid driver’s license to operate on the city streets. Also, if the golf cart does not have lights, it is not legal to drive after dark.
Smith reported that he had received complaints about one of the present council members. One resident reported that the council member was standing in the middle of the street and stopped her vehicle. Another member of the community reported that he had received an unpleasant phone call. The council member stated that the accusations were false.
Crady suggested that the inquiries from the community section of the agenda be later in the agenda. Reason for this would be that citizens would then have a chance to hear the discussion in new and/or old business and then have the chance to ask questions.
Approval of Minutes: Schultz moved and was seconded by Fisher to amend the March 12, 2012 minutes to state that snow removal was done on March 4th, but it was late. Ayes: All. Fisher moved to approve the minutes of the March 12, 2012 meeting as amended. Schultz seconded. Ayes: All.
Treasurer’s Report: Fisher moved to approve the March treasurer’s report as submitted. Arthur seconded. Ayes: Arthur, Fisher, and Schultz. Nays: Roche.

Mayor’s Opening Address and Report
Mayor Lennie Smith reported that there is a planning and zoning workshop hosted by the Iowa League of Cities scheduled for Wednesday, April 11th in Red Oak. The workshop is for communities starting planning and zoning areas. Fisher moved and was seconded by Schultz to approve spending $55 to send Smith to the workshop. Ayes: All.
Smith received a call from Newton Daily News regarding Oakland Acres Golf Course. He reminded the council members if they talk to them to be careful when wording things and only report the facts known and not personal opinions.
Smith has also noticed a lot of trash including cans along the sides of the roads. If you see anyone leaving trash behind, please remind them we like to keep our community clean and pick up.
Old Business
Garage Sale and Dumpsters: Dumpster days will be May 7th thru May 14th and the community-wide garage sale day will be Saturday, May 12th. Fisher moved and was seconded by Schultz to put an ad in the Pennysaver and Advertiser advertising the garage sale on May 12th. Ayes: All.
Reminder: Do not use the dumpsters for: any household appliances, yard waste, toxic materials (i.e. paint), and tires. Please make sure that items get placed into the dumpsters.
Oakland Acres Golf Course: Larry Crady did not have any new facts to share with the Council. Crady advised the Council that they need to look at the impact of the golf course not opening on the budget in terms of property taxes. Crady suggested that the Council have Larry Ryan with the Planning & Zoning Department in Jasper County attend a meeting to discuss what steps the City could take in a situation like this.
Summer Projects: Work on summer projects has been put on hold for the time being. The drive shaft on the tractor needs to be replaced. He is looking into the warranty since the shaft is part of the drive train. He will begin working on the summer projects once the tractor is fixed. Smith has been working on the dam area. Venenga has replaced several speed limit signs already and will be replacing more.
New Business
Volunteer Committee: A committee made up of volunteers from the community met last Monday and did some brainstorming regarding the future of the Oakland Acres Golf Course. There were 8 people in attendance and they decided to wait until more people were involved before picking officers.
Crady drafted an informational letter to the residents detailing the adverse effects of the golf course closing on the City. The city clerk will send out.
Parkview Drive and Fore Seasons Drive: It has been brought to the attention of the City Council that the City does not own Parkview Drive and a portion of Fore Seasons Drive. These streets were never deeded to the City. Oakland Acres Golf Club owned them and paid the property tax on them until 2007/2008. At that time they went up for tax sale. They were purchased by a group of investors. Fisher will contact the investors next week and at that time determine what the next step should be. A special meeting may be held on Monday, April 23, 2012 to act on any information he obtains.
City Park: Smith will get the park seeded in the next week or so.

Maintenance Report: Smith reported that he will be putting the drive shaft in the tractor.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, May 14, 2012 at 7:00 p.m. at the Oakland Acres Maintenance Building.
