OAKLAND ACRES CITY COUNCIL MEETING MINUTES
7:00 p.m. Monday, August 9, 2010
Oakland Acres Golf Club House
Call Meeting to Order: Mayor Lennie Smith called the meeting to order at 7:00 p.m.
Roll Call: Anita Allwood, Robin Elliott, Roger Fisher, Nancy Minner, and Michael Osten were present. Also present: Christina Machin and Larry Crady.
Inquiries from the Community: Smith recognized Larry Crady who discussed the penalties for municipal infractions of the Code of Ordinances. Authorization to impose such penalties is included in section 3.01 of the City Code. The penalties can be found in section 3.03 of the City Code which state that the standard civil penalty for the first offense is not to exceed $750.00. The Council discussed the need for a written notice to be issued to residents prior to issuing penalties. At the direction of the Council, Fisher will be responsible for the issuance of these notices.
Approval of Minutes: Osten moved to approve the minutes of the July 12, 2010 meeting as submitted. Allwood seconded. Ayes: All.
Treasurer’s Report: Allwood moved to approve the July treasurer’s report as submitted. Osten seconded. Ayes: All.
Payment of Bills: Allwood moved to approve payment of the bills. Minner seconded. Ayes: All.

Mayor’s Opening Address and Report
Mayor Smith stated that he had no additional address or report that would not be covered in old business, new business, or the maintenance report.
Old Business
Maintenance Building Update: Smith detailed an estimate that was received from Waterbeck Construction for insulating the maintenance building. The estimate came in at $6,270 to spray the insulation and then put a coating over it. This included both the roof and the walls. There is an Alliant Energy rebate available for $3,702 so that would leave a final cost of $2,568. Osten suggested that this bid along with the two that were previously received be present at the same time for review.
Smith reported that the electrician will be coming in either this Saturday or the next. The next step is to get Alliant Energy in there and run the wire.
Road Repair: Chuck Griffith brought a lot of equipment in recently to assist in hauling rock. Smith reported that about 30% of the road is done with a lot more to do. The condition of Fore Seasons Drive was discussed. Fisher will contact the Planning and Zoning Committee to evaluate all roads and to come up with a recommendation on what needs to be repaired and a timeline for that repair.
Park Repair and Upgrade: Smith reported that tile has been put into the pond. Smith and Greg Mielak are going to build a barrier across where it is running down. Rozendaal came and cleaned the tile out and it is now flowing and working well. When it stops raining, there are spots that will need to be leveled out. A lot of dirt will be needed to do this. There is some tile from Parkview Drive down towards the maintenance shed that is plugged. Once again, the rain will need to stop before the problem can be found.
A resident called Smith to report that water was washing under the road by the maintenance shed. Smith put up a barrier. Now that more of the dirt and rock are washed away, it can be seen that the culvert is in worse shape than originally thought. It is rotted 1 ½ - 2 feet under the road. Smith has a call into Iowa One Dig and will dig it up when everything has been approved to dig.
Elliott updated the Council on the plans for the new playground equipment. According to the current governmental code on playground equipment, CPSC, the current equipment at the park does NOT comply with the code. The equipment has different measurements, the type of wood that is used, etc. Elliott’s suggestion is to remove all of the old equipment and replace with new. Elliott reported that she checked into available grants with the County Waste Management System. Grants are only available at certain times of the year, but not at this time. Allwood made a motion to install bid #1 suggested playground equipment as soon as possible. Elliott seconded. The Council discussed the current money available in checking and upcoming bills to be paid. Fundraising was also discussed to help raise money. Allwood called the question. It was voted on and failed unanimously. Fisher made a motion to purchase the swings at this time and look at financing the remainder. Elliott seconded. The Council discussed that the city’s tractor was financed last fall and the first payment would be due this fall. Fisher withdrew his motion. Elliott withdrew her second. Fisher made a motion to remove the present equipment and then purchase the swings and surface area for a total of $1,700. Minner seconded. Ayes: Allwood, Elliott, Fisher, and Minner. Nays: Osten. The motion carried. Elliott will order the swings and surface area. She will also investigate more options for grants or funding.
Oakridge Drive Update: Smith reported that the trees have been cut down by the stop sign.
Smith also reported that Wal-Mart has landscape edging for around the CIWA pipes and stop sign. He will purchase these along with some rock.
New Business
FEMA Reports: Jasper County has been approved for FEMA. The next step is coming up with an amount for each community. Smith will be working with Jim Sparks on this. The money will go towards rock along the edges of the road and to help alleviate some of the cost of the dirt work at the park.
Pond Upgrades: Previously discussed in old business - park repair and upgrade.
Tree Disposal: There is good firewood available after the trees were cut along Oakridge Drive. Residents are encouraged to take some if they can use it. If individuals want to leave a donation, they may do so.
Council Reports: Osten asked for an update on the emergency siren. Smith reported the contractor is supposed to come out and look at it as soon as possible.
Fisher asked for an update on the muskrat situation. The individual that is to be doing the trapping has asked to do live trapping. He will notify Smith when he has some.
Elliott asked for an update on the speeding situation. Smith reported that the Sheriff is patrolling in the City more often and plans to do so during the upcoming school year.
Smith announced that registration for the Iowa League of Cities conference is due August 20th. Smith and Machin will be attending.
Clerk Report: The Council unanimously passed Resolution #2010-03 to approve and adopt the City Street Financial Report for FY 2010.
Clerk updated Council on the progress of the new City Directory.
Maintenance Report: Smith asked for help in advertising a brush mower on Craig’s List that is in the maintenance shed. Osten volunteered to help Smith.
Smith also reported that the electricians will be coming in soon to work on the maintenance building.
