7:00 p.m. Monday, December 12, 2011

Call Meeting to Order:  Mayor Lennie Smith called the meeting to order at 7:00 p.m.

Roll Call:  Roger Fisher, Nancy Minner, Michael Osten, and Ted Schultz were present.  Absent:  Robin Elliott.  Also present:  Christina Machin.

Inquiries from the Community:  Smith has several city directories left.  If anyone has not gotten one and would like one, please contact Lennie Smith.

Approval of Minutes:  Schultz moved to approve the minutes of the November 14, 2011 meeting as submitted.  Fisher seconded.  Ayes:  All.

Treasurer’s Report:  Fisher moved to approve the November treasurer’s report as submitted.  Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report

Mayor Lennie Smith had no additional report that wouldn’t be covered in either Old Business or New Business.

Old Business

Holiday Party:  Smith thanked Nancy Minner for doing such a great job with the Holiday Party once again this year.  Approximately 35 people were in attendance with some of the new residents as well.  Smith felt it was a great turn out and the Council heard a lot of positive feedback.  Discussion at the party included planning a community picnic to be held at the park this summer and a Halloween party to be held at the maintenance shed next fall.

Luminaries:  Smith reported that 674 luminaries were done this year.  Luminaries were done in Oakland Acres East and West as well as down the hill of Fore Seasons Drive.  Smith wanted to send a huge thank you out to all who helped.  It took a lot of work and all the help was very much appreciated.  Smith handed out candy canes at the entrance and figured around 25 vehicles came thru.  Smith suggested having a sign-up sheet next year a couple of weeks prior to the luminary display to get an idea of how many volunteers would be there to help.

Other Old Business:  Osten still has not heard back from Windstream regarding the phone contract.  Osten suggested having the city attorney send a letter.  Osten will draft another letter and have it ready for the next meeting to hand over to the city attorney.

New Business

Council Seat Appointment:  No action was taken as the new council members (Garrett Roche and Barb Arthur) were not in attendance.

Oath of Office:  Oaths were given to Smith and Schultz.  Smith will set up a time to administer the oath to Roche and Arthur.

Smith thanked the Council for all of their work over the past year.  He felt they had a lot of good ideas and worked well together.  He stated that he enjoyed working with all of them.

Budget Workshop:  The clerk will have an initial draft copy of the budget prepared for review at the January Council Meeting.  A workshop may be needed later in January to work more on the budget.

Ambulance Service Meeting Update:  Smith attended the most recent ambulance service meeting in Grinnell.  The former city manager from Knoxville spoke.  Their ambulance service is with the fire department.  Grinnell is looking to have its own ambulance service as part of the public safety building.  There is one more meeting in Grinnell in which Midwest Ambulance has been invited to.  Smith instructed the Council that a decision needs to be made whether to continue with the City of Grinnell and whatever they decide or go on its own.  Discussion was tabled until the February meeting after which the City of Grinnell will have had its next ambulance meeting.

Council Report: 

            Transportation:  There was none.

            Community:  There was none.

            Treasurer:  There was none.

            Maintenance:  There was none.

            Interest and Events:  There was none.

Clerk Report:  There was none.

Maintenance Report:  Smith reported that he stacked the leftover milk jugs in the maintenance building along with extra candles.

Adjournment:  Fisher moved to adjourn the meeting at 7:45 p.m.  Schultz seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, January 9, 2012 at 7:00 p.m. at the Oakland Acres Maintenance Building.
