7:00p.m. Monday, February 22, 2010
Drake Library Community Room
Call Meeting to Order: Mayor Lennie Smith called the meeting to order at 7:02 p.m.
Roll Call: Anita Allwood, Robin Elliott, and Nancy Minner were present. Absent: Roger Fisher and Michael Osten. Also present: Duane Venenga and Angela Winburn
Inquiries from the Community: There were none.
Approval of Minutes: Minner moved to approve the minutes of the January 18, 2009 meeting as amended. Elliott seconded. Ayes: All.
Treasurer’s Report: Allwood moved to approve the January treasurer’s report as submitted. Minner seconded. Ayes: all.
Payment of Bills: Council discussed other options besides contracting with the City of Grinnell for ambulance services. Allwood made a motion to pay all bills except for the ambulance bill. Elliott seconded. Ayes: all. Smith will consult with the city attorney regarding the necessity for and legalities of the existing ambulance contract.

Mayor’s Opening Address and Report
Smith reported he attended the recent Jasper County EMS meeting. Sign-up for the Code Red notification system is now available by calling 641-792-7555 or logging on to www.jasperema-hls.org. A recent test of the system proved that every household in Jasper County could be contacted within 17 minutes. At the Jasper Co. Assessor’s meeting, a 3% salary increase was approved for the Assessor in FY11.
Old Business
Road Repair: Council discussed the Mid States Construction bid recommended by the Planning and Zoning Committee for curbing at the entrance and around the curve at the south end of Fore Seasons Drive. Allwood moved to accept the bid at $13,030 from Mid States Construction for curbing. Minner seconded. Ayes: all.
FY2011 Budget Hearing: Allwood made a motion to adjourn for a public hearing at 7:27 p.m. Elliott seconded. Ayes: all. Smith resumed the council meeting at 7:35 p.m.
New Business
Mowing Contract: The clerk will run ads for two weeks seeking mowing bids. The ads will run in the Penny Saver and Jasper Co. Advertiser. The deadline for bids is March 26.
Clerk Interviews: Smith and Fisher will conduct preliminary interviews for the city clerk position. Top candidates will be invited to the March 8 meeting for interviews with the full council. Top candidates’ resumes will be distributed to council members prior to the March 8 meeting.
Dumpsters, tree clean-up and garage sale dates: The Council set the following dates:
Curbside clean-up of trees and brush April 24
Community-wide garage sale May 8
Dumpsters for garbage removal May 7-17
A letter announcing these dates will be mailed to all residents.
Other New Business: Duane Venenga presented the color scheme for painting the Oakland Acres entrance sign.
Council Reports: Council discussed the need for an ordinance regarding council members’ attendance at regularly scheduled council meetings. Allwood will draft an ordinance.
Elliott raised concern about the frequency of council meetings being rescheduled.
Allwood commented that having a permanent, long-term mailbox is advised.
Clerk Report: A zoning notice was received for remodeling at 25 Fore Seasons Drive.
Maintenance Report: There was none
Adjournment: Allwood moved to adjourn the meeting at 8:00 p.m. Elliott seconded. Ayes: all.
