7:00 p.m. Monday, February 14, 2011

Call Meeting to Order: Mayor Lennie Smith called the meeting to order at 7:08 p.m.
Roll Call: Roger Fisher and Nancy Minner were present. Absent: Anita Allwood, Robin Elliott, and Michael Osten. Also present: Christina Machin.
Since there were only 2 council members present, there was not a quorum and the meeting was rescheduled for 7:00 p.m., Thursday, February 17, 2011 at the Drake Library in Grinnell, IA.
Adjournment: Fisher moved to adjourn the meeting at 7:13 p.m. Minner seconded. Ayes: All.
The next regular meeting of the Oakland Acres City Council is scheduled on Monday, March 7, 2011, at 7:00 p.m. at the Drake Library in Grinnell, IA.
These minutes are as recorded by the City Clerk and are subject to council approval at the next regular City Council Meeting.

Call Meeting to Order: Mayor Lennie Smith called the meeting to order at 7:01 p.m.
Roll Call: Robin Elliott, Roger Fisher, Nancy Minner, and Michael Osten were present. Also present: Christina Machin.
Inquiries from the Community: There were none.
Approval of Minutes: Fisher moved to approve the minutes of the January 13, 2011 meeting as submitted. Minner seconded. Ayes: All.
Treasurer’s Report: Fisher moved to approve the January treasurer’s report as submitted. Minner seconded. Ayes: All.
Payment of Bills: Elliott moved to approve payment of the bills. Fisher seconded. Ayes: All.

Mayor’s Opening Address and Report
Smith presented the Council with a letter from Anita Allwood resigning from the City Council effective immediately. Fisher moved to accept Allwood’s resignation effective February 13, 2011. Elliott seconded. Ayes: All. The motion carried. The clerk will post a public notice on the intention to appoint a council member to fill the vacancy.
Smith discussed the Council’s overall attendance at meetings. He asked that if a member is not able to attend, to please give notice.
Old Business
Budget Amendment: The Council discussed whether the mowing should be paid out of the General Fund or the Community Betterment Fund. The city clerk prepared the FY 2011 amendment with the mowing being paid out of the Community Betterment Fund. Fisher made a motion to accept the amendment of the budget for FY 2011 as presented by the city clerk. Minner seconded. Ayes: Fisher, Minner, and Smith. Nays: Osten and Elliott. Motion carried 3-2.
FEMA Update: Smith reported that he has a meeting scheduled with Sandy Cox next Tuesday to fill out mitigation forms for EMS and to finish the response for the FEMA petition. FEMA had requested a separate ledger be set up to track income and expenses. The FEMA’s reference number of GDW-C06 will be used.
New Business
Schedule Budget Hearing: The Public Hearing for the FY 2011 Amendment and the FY 2012 Budget will be held on February 28, 2011 at 7:00 p.m. at the Drake Library in Grinnell, IA.
EMS Meeting: Smith attended the meeting and will e-mail a copy of the new mitigation plan to everyone.
Mitigation Plans: Smith will post a copy of the record of donated mitigation plan services chart at the maintenance shed. Smith will find out more about the plan at his meeting with Sandy Cox next week.
After Prom Resolution: The Council unanimously passed Resolution # 2011-01 to donate $50 to Grinnell’s After Prom 2011.
Mowing Contract: The city clerk will run ads in the Jasper County Advertiser and Grinnell PennySaver for two weeks announcing that the city is accepting mowing bids until March 31, 2011 for a two year contract. The bids will be reviewed at the regular April City Council Meeting.
Other New Business
The city clerk presented a proposal for the FY 2012 budget. Fisher made a motion to accept the FY 2012 budget as presented. Minner seconded. Ayes: Fisher, Minner, and Smith. Nays: Elliott and Osten. Motion carried 3-2.
Fisher made a motion to pay Christina Machin for 72 miles @ $0.50 per mile plus an additional 4 hours at $7.25 for her time and miles for the February 14th and February 28th meetings. Elliott seconded. Ayes: All.

Treasurer: There was none.
Maintenance: There was none.
Interest and Events: There was none.
Osten asked for an update on the tornado siren. Smith talked with a couple of people and there is no grant money available at this time. He will work on getting bids to present to the Council.

Maintenance Report: There was none.
Adjournment: Fisher moved to adjourn the meeting at 9:10 p.m. Minner seconded. Ayes: All.
