Call Meeting to Order:  Mayor Lennie Smith called the meeting to order at 7:11 p.m.

Roll Call:  Robin Elliott, Roger Fisher, and Nancy Minner were present.  Absent:  Anita Allwood and Michael Osten.  Also present:  Christina Machin.

Inquiries from the Community:  There were none.

Approval of Minutes:  Fisher moved to approve the minutes of the December 13, 2010 meeting as submitted.  Minner seconded.  Ayes:  All.

Treasurer’s Report:  Minner moved to approve the December treasurer’s report as submitted.  Fisher seconded.  Ayes:  All.

Payment of Bills:  Elliott moved to approve payment of the bills.  Minner seconded.  Ayes:  All.

Mayor’s Opening Address and Report

Smith would like to remind residents to keep their vehicles off of the streets especially when snow plows come through.

Old Business

Location of Meetings and Workshop:  The workshop will be at 6:00 p.m. at the Drake Library on Monday, January 24th.  This is a change from the normal meeting time of 7:00 p.m.  The Council will be discussing Chapters 1 & 2 of the Iowa Municipal Policy Leaders’ Handbook and Chapter 1 of the Code of Ordinances. 

Smith reported that Alliant will not be able to get electrical power to the maintenance building until spring.  He instructed Alliant to start the work as soon as possible.

Luminaries:  Smith reported that the luminaries went really well.  Approximately 15 volunteers showed up for the day.  Last year there were 202 luminaries, this year there were 444.  Smith handed out candy canes and took donations.  He collected approximately $105 in donations.  Around 40 vehicles showed up and they were packed full.  He received several good compliments including they were so glad the city was doing it again.  The council discussed where to store the milk jugs for next year.  Smith said residents could call him and he would store them in the maintenance building.  Plans for next year include taking donations for candles and making it more organized with a sign-up sheet so responsibilities can be delegated amongst the volunteers.

New Business

Budget Meeting:   The Council discussed the 2010 property valuations and tax rate for FY 2012.  Work was done to re-estimate revenue and expenses for FY 2011 and begin to budget for FY 2012.  Smith discussed some of the maintenance and community projects that he would like to see done for FY 2012.  The Council discussed what fund snow removal and mowing expenses should come out of.  The Council will continue to work on the budget at the next meeting.

            Transportation:  There was none.

            Community:  There was none.

            Treasurer:  There was none.

            Maintenance:  There was none.

            Interest and Events:  There was none.

Clerk Report:  The clerk reported that the CD at the University of Iowa Community Credit Union matures on January 15, 2011.  Fisher will cash the CD out and deposit the funds at Grinnell State Bank.

Maintenance Report:  Smith reported that Griffith took the barriers down on Fore Seasons Drive.  He also said that the Jasper County EMS meeting will be held on January 18th.

Adjournment:  Minner moved to adjourn the meeting at 8:58 p.m.  Fisher seconded.  Ayes:  All.
