Mayor’s Opening Address and Report
Mayor Smith reported that he received a call from a resident that one of the railroad ties had come up onto the road over by the park and had to be pulled off. He was also notified by another resident that there was a sinkhole over on the west side of the road by the park. The sinkhole is so deep that you can see the electric cable. The problem is where the culvert tube goes through, the water is coming out the side of it at that spot and washing it from down below. That will need to be repaired and then the hole filled back in.
Smith has talked with another member of the community who has volunteered to run a trencher if we wanted to put another 8” tube up to the lake going over by the overflow rather than down the center. Smith has been talking to Earthworks on the price of 8” tile. The Council discussed the possibility of 12” tile which Smith will check the price of, but he is concerned about the additional digging that would have to be done. The Council discussed an e-mail from a resident who suggested making a creek through the park filled in with rock. Concerns were made about the safety of the kids playing at the park and the weed eating that would be involved. Smith reported that work on the park was to start in April, but with all the rain the work has had to be delayed.
Smith reported that we received a bill from Top Line Tree Service. It was more than expected. Follow-up needs to be done to determine what was paid last year.
Smith received an e-mail from a resident suggesting putting in speed bumps at the curves on Fore Seasons Drive. The Council discussed that the biggest issue with speed bumps is with snow removal. Speeding continues to be an issue after reminders have been put in the minutes and in the recent newsletter. Law enforcement is the next step.
A friendly reminder: City Code states that it is unlawful for any person to throw or deposit on any street or alley any glass, glass bottle, nails, tacks, wire, cans, trash, garbage, rubbish, litter, offal, leaves, grass or any other debris likely to be washed into the storm sewer and clog the storm sewer, or any substance likely to injure any person, animal or vehicle.
Old Business
Road Repair: Manatt’s has started the road work on the entrance from Highway 6. One layer of asphalt has been put down, but rain has delayed the completion of the project. There are two resident’s driveways that will need to be reworked as well.
The Council discussed whether the trees by the stop sign along the entrance should be trimmed back or cut down. Fisher made a motion to cut down the trees at the intersection by the stop sign. Allwood seconded. Ayes: All.
Smith has been filling in the worst holes on the roads with gravel. He reported that he will need additional rock and will call to have some delivered.
The Council also discussed the condition of the new shoulders where the curb was put in. Smith will see to it that the weeds get sprayed and then seed it down.
Tile Work: Smith reported his findings on the tile work at the corner of Oak Ridge Drive and Eagle Drive. He has the tile and rock but is waiting on the rodent barrier before he can finish the project.
Assignments for City Directory: Council members submitted information they have gathered from residents so far. Smith asked that when everyone is finished, to submit the information to the city clerk via e-mail.
New Business
Grants: Smith is researching possible grants for either repairing or purchasing a new siren. He has been unable to get in contact with the Jasper County EMS because the chairman has been on vacation. He will also be looking into Homeland to see if they have any grants available.
Elliott reported that she has been gathering information for new playground equipment for the park and hopes to have a plan to submit to the Council at the next meeting. The old equipment would be torn out and replaced with all new equipment designed for children ages 5-12. She has contacted the Jasper County Waste Management System about possible grants and will contact the USDA and www.usgrants.gov before the next meeting. The Council discussed the need for the tile work to be completed at the park prior to the installation of the new equipment. The Council would like to thank all of the residents who graciously volunteered to help with this project.
Wireless Internet Update: This item was to be addressed by Osten but due to his absence was not.
Summer Projects: The summer project list was submitted and discussed.
Iowa League Registration: The city clerk distributed brochures for the upcoming Iowa League of Cities Conference. It is to be held in Coralville September 22 – 24. Registration fees are due August 20th. Mayor Smith requested that he be approved to attend this year. It will be discussed at next month’s meeting who else is interested in attending.
DNR Findings: Allwood made a motion to pay Mr. Sharp a maximum of $200 for pest control in our lakes. Fisher seconded. Ayes: All.
Council Reports: Allwood reported that she got rid of her land line telephone. Her cell phone number is 641-990-7036.
Elliott advised the Council of her new e-mail address: relliott427@gmail.com.
Minner reported that during her visits to residents for the City Directory Update that she was asked about a summer picnic and Christmas party. We will not be having a summer city picnic, but there will be a Christmas party.
Clerk Report: The Council discussed the need to pay the Oakland Acres Golf Course for meeting space rental.
The clerk reported that the I-Jobs report needs to be completed by June 30, 2010.
Maintenance Report: Smith reported that he has been working on the tile for the resident at the corner of Oak Ridge Drive and Eagle Drive. His next project is weed eating. The next big project is getting the park grounds fixed up.
Duane Venenga reported that rock has been put in the planters by the entrance signs. Potted plants will be planted. He updated the Council on the progress of the painting of the building by the entrance. The Council discussed the need for a storm door on the shed to keep dirt out. The door would have to be special ordered because it is a 30” door. Venenga will get prices. Venenga has also been busy painting sign posts.
Adjournment: Fisher moved to adjourn the meeting at 8:50 p.m. Allwood seconded. Ayes: All.
Respectfully submitted,
Christina Machin, City Clerk
(These minutes are subject to council approval at the next regular city council meeting.)
