7:00 p.m. Monday, March 7, 2011

Call Meeting to Order:  Mayor Pro Tem Roger Fisher called the meeting to order at 7:00 p.m.

Roll Call:  Roger Fisher, Nancy Minner, and Michael Osten were present.  Absent:  Robin Elliott.  Also present:  Christina Machin.

Inquiries from the Community:  There were none.

Approval of Minutes:  Minner moved to approve the minutes of the February 14, 2011 meeting as submitted.  Fisher seconded.  Ayes:  All.  Minner moved to approve the minutes of the February 17, 2011 meeting as submitted.  Fisher seconded.  Ayes:  All.  Fisher moved to approve the minutes of the February 28, 2011 public hearing as submitted.  Osten seconded.  Ayes:  All.

Treasurer’s Report:  Osten moved to approve the February treasurer’s report as submitted.  Minner seconded.  Ayes:  All.

Payment of Bills:  The Council discussed the increase in the Alliant Energy bill from an average of $85 to the payment due in March of $210.21.  The clerk will follow up with the mayor.  The Council also discussed the bill for annual dues for the Iowa Association of Municipal Utilities and its benefit.  The clerk will research this for possible payment next month.  Fisher moved to approve payment of the bills except for the payment to the IAMU.  Minner seconded.  Ayes:  All.

Mayor’s Opening Address and Report

There was none.

Old Business

Other Old Business:  Osten discussed his frustration with the tornado siren not being fixed.  He stated that the Council had already approved to either repair or replace the siren last summer.  Discussion had started in the spring.  He also said that once the Council has made a decision, it needs to be followed up on regardless of the opinion of the maintenance person/mayor.  Osten finds it unacceptable that the city is going into another tornado season while ignoring the residents’ safety.  He stated that the issue is more than just the tornado siren, it is the authority of the Council to make decisions and have them carried out.  Osten wanted to go on public record saying that he feels that the issue with the tornado siren is being ignored and not followed up on.

Osten also wanted to state that the Council made a resolution that the maintenance person could spend up to $200 per month without council approval.  Osten said this has been ignored and would like to see that stopped as well.  As a Council member, he would like to know what is going to be bought before it is bought.

New Business

Resolution to Adopt the FY 2012 Budget:  The Council voted on Resolution #2011-03 to approve and adopt the FY2012 Budget Report from July 1, 2011 to June 30, 2012.  Ayes:  Fisher and Minner.  Nays:  Osten.  Absent:  Elliott.  Resolution # 2011-03 failed.  Osten stated that he felt the funds were being misallocated by moving the mowing expense to the Community Betterment Fund.  A special meeting will be scheduled to move forward on adopting the budget.

Resolution to Adopt the FY 2011 Budget Amendment:  The Council voted on Resolution # 2011-02 to approve and adopt an amended FY 2011 Budget Report from July 1, 2010 to June 30, 2011.  Ayes:  Fisher, Minner, and Osten.  Absent:  Elliott.  Resolution #2011-02 passed.

Oakland Acres Golf Liquor License:  Minner made a motion to approve Oakland Acres’ Golf Liquor License.  Fisher seconded.  Ayes:  All.

Garage Sale Day and Dumpster Days:  Fisher made a motion to set the date for the city-wide garage sale day for Saturday, June 4, 2011 and Dumpster Days from June 4, 2011 to June 11, 2011.  Osten seconded.  Ayes:  All.

Spring Newsletter:  The city clerk will send out a spring newsletter detailing the dates of the garage sale and dumpster days, thanking volunteers, listing the accomplishments from last year, a report on the Christmas Party and luminaries, and reminding residences of the ordinances relating to grass clippings on the streets and limbs overhanging.

Council Report: 

            Transportation:  There was none.

            Community:  There was none.

            Treasurer:  There was none.

            Maintenance:  There was none.

            Interest and Events:  There was none.

Osten stated that the budget should be put on the agenda much earlier than what has been done in the past and not so close to the deadline.  The city clerk reported that it was started in January and that the forms are not sent out until the end of November, so the process could be started in December.

Clerk Report:  There was none.

Maintenance Report:  There was none.

Adjournment:  Osten moved to adjourn the meeting at 7:47 p.m.  Minner seconded.  Ayes:  All.

Call Meeting to Order:  Mayor Pro Tem Roger Fisher called the meeting to order at 7:08 p.m.

Roll Call:  Robin Elliott, Roger Fisher, and Michael Osten were present.  Nancy Minner joined the meeting via telephone.  Also present:  Christina Machin.

Old Business

Resolution to adopt the FY2012 Budget Report:  The city clerk presented the Council with an updated budget report which showed the mowing expense being paid out of the General Fund and not the Community Betterment Fund.  The overall spending in the Culture and Recreation was not changed from the proposed budget on the public hearing notice.  The Council unanimously passed Resolution #2011-04 to approve and adopt the FY2012 Budget Report from July 1, 2011 to June 30, 2012.

Adjournment:  Osten moved to adjourn the meeting at7:16 p.m.  Fisher seconded.  Ayes:  All.

SPECIAL MEETING

6:30 p.m. Monday, March 21, 2011

Oakland Acres Golf Clubhouse

 

Call Meeting to Order:  Mayor Lennie Smith called the meeting to order at 6:31 p.m.

Roll Call:  Robin Elliott, Roger Fisher, and Nancy Minner were present.  Absent:  Michael Osten.  Also present:  Christina Machin and Ted Schultz.

Public Notice to Appoint a Council Member to Fill the Vacancy of Anita Allwood:  Ted Schultz was in attendance to express his interest in the council position left vacant by Anita Allwood.  Schultz stated that he feels that it is important to serve the community.  He is interested in learning how things operate within the city.  Prior to his move to Oakland Acres, he lived in Clinton where he worked for the newspaper and had an interest in being a member of the city council or school board.  However, the newspaper frowned upon him holding one of those positions since he worked for the newspaper.   He moved to Oakland Acres in August 2007 with his wife Marsha and currently works at Grinnell College. Schultz has volunteered to help with luminaries in the past and through that and the Christmas parties has met several residents.

Elliott moved to appoint Ted Schultz as the new council member to fill Anita Allwood’s position.  Fisher seconded.  Ayes:  All.

Schultz was given the oath of office by Mayor Smith.  He will fulfill the rest of Allwood’s term which ends in December 2011.

The mayor and council members all welcomed Schultz to the council.

Adjournment:  Fisher moved to adjourn the meeting at 6:42 p.m.  Minner seconded.  Ayes:  All.
