7:00 p.m. Monday, May 14, 2012

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the meeting to order at 7:02 p.m.

Roll Call:  Barb Arthur, Roger Fisher, Garrett Roche, and Ted Schultz were present.  Absent:  Robin Elliott.  Also present:  Bob Dewar and Christina Machin.

Inquiries from the Community:  Council discussed whether to keep the inquiries from the community section after roll call or move it to later in the agenda.  They decided to keep it where it is but encourage discussion throughout the meeting.

Approval of Minutes:  Fisher moved to approve the minutes of the April 9, 2012 meeting as submitted.  Schultz seconded.  Ayes:  All.

Treasurer’s Report:  Schultz moved to approve the April treasurer’s report as submitted.  Roche seconded.  Ayes:  All.

Payment of Bills: Fisher moved to approve payment of the bills as amended by adding Lennie Smith’s maintenance invoice and postponing payment to Grinnell Implement until more information on the warranty is obtained.  Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report

Mayor Lennie Smith spoke to Dale Nelson.  Nelson said that the City could use the clubhouse for meetings during the summer as long as the bank owns it.  The Council would like to thank him for the offer, but agreed to continue to hold the meetings in the maintenance shed.

Old Business

Road Issue and Update:  Fisher spoke with the investment owner last Thursday regarding the ownership of Parkview Drive and a portion of Fore Seasons Drive.  They were unable to discuss the issue over the weekend as originally planned, but Fisher will follow up with the investor as well as the Iowa League of Cities.

Summer Projects:  Smith reported that the dam area is done.  All the trees are cut out and it has been mowed.  He also seeded some of the park.  Duane Venenga has gotten most of the new signs up as well.

Garage Sales and Dumpsters Report:  Smith felt that the community wide garage sale day went very well.  There were at least 9 garage sales in the community that day.  Smith also felt that the dumpsters were very well utilized.  In fact, they were pretty much full.  He received positive feedback from both new and long term residents.

New Business

Ordinances:  Smith reported that there are ordinances that have been overlooked in the past and need to be put back in the code as well as getting the franchise agreement updated for the internet.  Smith has not been able to get in contact with Windstream regarding the telephone/internet franchise.  The city’s current ordinances do not specify a particular grass height for when it becomes a nuisance.  Traffic rules also need to be discussed.  Review of the ordinances was tabled until the issue can be discussed in more detail at a special meeting.  Once the date of the special meeting is determined, an agenda will be posted on the boards and internet.

Golf Course Update:  Smith reported that the bank foreclosed on the golf course.  He heard that there were a couple of interested parties that were putting together proposals.

Other New Business:  The city clerk reported that a budget amendment will need to be done before the fiscal year end which is June 30, 2012.  The Council instructed her to bring a proposal to the special meeting.

Council Report: 

            Transportation:  There was none.

            Community:  There was none.

            Treasurer:  There was none.

            Maintenance:  There was none.

            Interest and Events:  There was none.

Clerk Report:  Machin reported that she had received a scholarship to attend the Iowa Municipal Professionals Institute in July.  Fisher moved to pay up to $110 per night for 2 nights in a hotel plus mileage for Machin to attend the institute.  Schultz seconded.  Ayes:  All.

Maintenance Report:  Smith reported that the tractor is working fine again. 

Bob Dewar was recognized and requested that something be done at the end of Fore Seasons Drive.  He said that at the least it should be leveled off after the snow plows are done.  Smith said he would get some gravel in there this week.

Adjournment:  Fisher moved to adjourn the meeting at 7:54 p.m.  Roche seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, June 11, 2012 at 7:00 p.m. at the Oakland Acres Maintenance Building.
