7:00 p.m. Monday, November 14, 2011

Call Meeting to Order:  Mayor Lennie Smith called the meeting to order at 7:00 p.m.

Roll Call:  Roger Fisher, Nancy Minner, and Ted Schultz were present.  Robin Elliott joined the meeting at 7:15 p.m.  Absent:  Michael Osten.  Also present:  Christina Machin.

Inquiries from the Community:  There were none.

Approval of Minutes:  Fisher moved to approve the minutes of the October 10, 2011 meeting as submitted.  Schultz seconded.  Ayes:  All.

Treasurer’s Report:  Fisher moved to approve the October treasurer’s report as submitted.  Minner seconded.  Ayes:  All.

Mayor’s Opening Address and Report

Mayor Lennie Smith reviewed the expectations and general operating procedures for Council meetings.  He felt that the last couple of meetings had become more relaxed on who had the floor to speak and speaking in turn.  He reminded everyone of Robert’s Rules of Order and being recognized to speak.

Smith is planning to attend the Ambulance Task Force Meeting to be held December 7th.  The Knoxville Ambulance Service will be at the meeting to share information.

Smith also reminded the Council of the Municipal Leadership Academy classes coming up and the 2011 Annual Budget Workshop on December 7th in Johnston.

Old Business

Hazard Mitigation Proposal:  The Council unanimously passed Resolution #2011-07 to approve and adopt the Jasper County Multi-Jurisdictional Hazard Mitigation Plan.

Phone Contract Update:  No update as Osten was absent.

New Business

Election Results:  Smith reported that the two new members to the City Council are Barb Arthur and Garrett Roche.  Smith welcomed them to the Council.  Because they were write-in’s, they will be sworn in at the December meeting dependent upon them accepting office. 

With the election behind us and a new term beginning, Smith would like to establish some office hours as mayor.  Unless it is an emergency, he would like calls to be made no later than 7:00 p.m. during the week.  Also, if it all possible no calls on Saturday and Sunday.  Saturday he oftentimes works and is unable to return calls.  Smith would like to thank everyone in advance for their consideration regarding these hours.

Winter Party:  Minner shared with the Council a letter she had drafted regarding the Holiday Party to be held on Sunday, December 4th and the Luminaries to be done on Saturday, December 10th.  The Council recommended she send the letter out to all residents.

Luminary Plans:  Smith will try to have as much work done prior to the day of the luminaries as he can.  He will have the trailer at the Oakland Acres Clubhouse by 10:30 a.m. loaded with milk jugs and the ones that are not already cut out, he will have set aside.  He also has the candles.

Other New Business:  Elliott would like to do a Halloween event next year.  She talked with 4 families in the community that would like to do the same.  Some thoughts she and the residents had were a cookout followed by a neighborhood trick or treat, and then a bon fire.  A Saturday night around Halloween next year was the time frame discussed.

Council Report: 

            Transportation:  There was none.

            Community:  There was none.

            Treasurer:  There was none.

            Maintenance:  There was none.

            Interest and Events:  Minner will have plates, cups, and silverware for the Holiday Party.  She will also do the punch.  Everyone else is asked to bring potluck and/or a favorite snack for everyone to share.  Reminder:  Save your milk jugs for the luminaries.  You can bring them down to the maintenance building for storage.

Clerk Report:  There was none.

Maintenance Report:  Smith reported that the mower blade has been taken off of the tractor and the snow blade put on in preparation of winter.

Adjournment:  Schultz moved to adjourn the meeting at 7:33 p.m.  Fisher seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, December 12, 2011 at 7:00 p.m. at the Oakland Acres Maintenance Building.
