Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the meeting to order at 7:00 p.m.

Roll Call:  Robin Elliott, Roger Fisher, Nancy Minner, and Michael Osten were present.  Absent:  Ted Schultz.  Also present:  Christina Machin.

Inquiries from the Community:  Smith reported that he would be following up on a report of a dog continuing to run loose as well as another resident’s dog who continues to bark for prolonged periods of time.

Smith was approached by a resident who suggested having a light and electricity in the park.  The individual volunteered to check into the cost of doing this as well as fundraising ideas to cover the cost.

Approval of Minutes:  Minner moved to approve the minutes of the September 12, 2011 meeting as submitted.  Osten seconded.  Ayes:  All.

Treasurer’s Report:  Osten moved to approve the September treasurer’s report as submitted.  Fisher seconded.  Ayes:  All.

Mayor’s Opening Address and Report

Mayor Lennie Smith reported that he felt that the Iowa League of Cities Conference was really good.  The conference had very informative sessions such as nuisance abatements.    Not all of the classes pertained to us as we are a small city, but some did indirectly.  He encouraged Council Members to log onto the Iowa League of Cities website and view the handouts from all of the classes.  Grinnell won the Mid-Sized Town Star Award for Improved Cities.

Smith briefly discussed the Municipal Leadership Academy coming up and encouraged Council Members to attend.  They have classes that are relatively close and they are very informative. 

Smith also encouraged Council Members to attend the East Central Iowa Coalition of Municipalities (ECIC) meeting on Thursday, November 10, 2011 at 5:30.  Minner moved and was seconded by Osten to pay for whoever would like to go to the ECIC meeting in Knoxville.  Ayes:  All.

Old Business

Ambulance Contract Meeting:  Smith attended the Ambulance Contract Meeting in Grinnell.  A representative from Iowa County Ambulance Service spoke how theirs is funded partially by the county and hospital.  The building is rented from the city for a nominal fee.  Smith got some facts and figures that he will share with the Council at a later time.

Department of Health Meeting:  Duane Venenga attended the meeting.  The Department of Health said it is not an issue for them; it is an issue between Central Iowa Water Association (CIWA) and the Oakland Acres Community.  Smith has not heard anything from CIWA.

Other Old Business:  Phone service:  Osten sent a letter to the general council at Windstream and has not heard back.

New Business

Hazard Mitigation Proposal:  Discussion tabled until the November meeting when everyone has a chance to review the proposal in detail.

Annual Financial Report:  Fisher moved and was seconded by Osten to approve the annual financial report for FY 2011 ending June 30, 2011.  Ayes:  All.

Other New Business:  Smith reported he had been talking to residents looking for individuals interested in being written in to serve on the Council.  Smith encouraged Council Members to do the same.

Council Report: 

            Transportation:  There was none.

            Community:  One person took advantage of the tree disposal on the first Saturday.

            Treasurer:  There was none.

            Maintenance:  There was none.

            Interest and Events:  Reminder:  Save your milk jugs for the luminaries.  You can bring them down to the maintenance building for storage.

Clerk Report:  There was none.

Maintenance Report:  Smith reviewed the prices Venenga had gotten to replace the posts by the dam.  The cost was about $80 per PVC post which included everything including concrete, caps, and reflectors.  The total number needed would be 65 for a total cost of $5,131.01.  The Council discussed the budget and timing of this project.

Smith talked to Smith Rental regarding a portable air compressor.  They charge $20 per hour for rental, minimum of 2 hours.  He would use this to seal the crack in the road in Oakland Acres East.  Smith figured it would be about $40 for the air compressor rental and about $100 to put the seal coat in.

Adjournment:  Osten moved to adjourn the meeting at 8:02 p.m.  Fisher seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, November 14, 2011 at 7:00 p.m. at the Oakland Acres Maintenance Building.
