OAKLAND ACRES CITY COUNCIL MEETING MINUTES
7:00 p.m. Monday, September 10, 2012
Oakland Acres Maintenance Building
Call Meeting to Order: Mayor Lennie Smith called the meeting to order at 7:04 p.m.
Roll Call: Barb Arthur, Robin Elliott, and Ted Schultz were present. Absent: Roger Fisher and Garrett Roche. Also present: Chuck Griffith, Dustin Ver Ploeg, and Christina Machin.
Inquiries from the Community: Smith received a visit from a resident who had received a letter from the Council regarding the condition of his property. He felt that the letter was not specific and did not cite a particular ordinance he was in violation of.
Smith reported that cows have been breaking through a fence behind his house and wandering down by the dam. Smith has been in contact with the landowner and the owner of the cows. If anyone sees the cows out again, please call Smith and he will get in contact with the correct person.
Elliott received a call from the director at the Drake Community Library regarding the City’s contract for library services. The issue was discussed in more detail in old business.
Elliott wanted to apologize for not being in attendance at the last few meetings. Her absence was due to medical reasons and not that she didn’t want to be there. She continues to think and care a great deal about the community.
Approval of Minutes: Schultz moved to approve the minutes of the August 13, 2012 meeting as submitted. Arthur seconded. Ayes: All.
Treasurer’s Report: Schultz moved to approve the August treasurer’s report as submitted. Elliott seconded. Ayes: All.

Mayor’s Opening Address and Report
Mayor Lennie Smith mentioned that three years ago when the City started cleaning up the park, there were 17 kids in the community. Now there are over 40. It’s great to see the park getting so much use. Smith would still like to see electric and water put in at the park. He plans to check out the solar power used at the Krumm Preserve to see if it can be utilized at the park.
Old Business
Snow Removal Contract: Jim Heishman and Dustin Ver Ploeg of SnowBall Removal submitted bids for snow removal for the upcoming winter season. After discussing, the Council approved the hiring of Jim Heishman to do snow removal for the 2012/2013 winter season.
Fore Seasons Drive: Smith will follow up with the city attorney to have him send a letter to the current deed holder to get ownership transferred to the City for a portion of Fore Seasons Drive and Parkview Drive.
Directory Update: Assignments were given to the council members present to gather information from residents for the new city directory.
Ordinances and Incidents: Discussion was tabled.
Library Contract: Elliott had received a phone call from the Drake Community Library director regarding the implications for residents if the library contract was not renewed. Elliott moved and was seconded by Schultz to pay the library contract fee of $400. Ayes: Elliott and Schultz. Nays: Arthur. Motion carried 2-1.
New Business
Quote for Fixing Part of Fore Seasons Drive: Griffith presented a quote for fixing the portion of Fore Seasons Drive towards the end of the street. The quote included widening a 500 foot stretch of road and putting an overlay on it. Griffith stated that if something is not done soon, it will turn to gravel in a couple of years. The quote was for $33,000. The Council recognized that something needs to be done and will research funding options.
Park Improvements: Smith discussed putting water and electric in at the park in his opening address and report.
Standards for Letters in Community: Smith stated the need to set up a standardized letter for residents needing reminded of the ordinances. The letter should include the specific ordinance number. He asked the Council to come to next month’s meeting with some suggestions.
Ideas for Newsletter: The Council discussed the details of a fall party scheduled for Sunday, October 28th from 4-6 p .m. Other things to be included in the newsletter are the new owner of the golf course, input regarding a neighborhood watch program, saving milk jugs for the holiday luminaries, and the Council’s role in updating the city directory.

Maintenance Report: Smith reported that he cut the tree down at the park and trimmed some more.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, October 8, 2012 at 7:00 p.m. at the Oakland Acres Maintenance Building.
